Background

The Department of Taxation, Administrative Services Office of the State of Hawaii, is seeking offers for spoken language interpretation services to ensure meaningful access to services for Limited English Proficiency (LEP) individuals. This initiative aligns with the agency's mission to provide equitable services and support to all residents.

Work Details

The Contractor shall provide on-demand and scheduled remote spoken language interpretation services for the Department of Taxation (DOTAX). Services are estimated to be less than 200 hours annually and must be US-based. The Contractor will provide services from Monday through Friday, 7:45 AM to 4:30 PM HST, excluding State holidays. DOTAX staff will coordinate and schedule interpreter services, providing necessary session details such as date, time, length, and subject matter. The number of interpreters required per session will be determined based on the Contractor's recommendations. A session log must be maintained by the Language Access Coordinator (LAC), documenting date, start and end times, language used, and any comments. Feedback on service quality will be collected from recipients and shared with the Contractor for evaluation purposes.

Period of Performance

The contract will commence upon award and is expected to cover a period of one year with an estimated total of less than 200 hours of service annually.

Place of Performance

Services will be performed remotely within the United States.

Bidder Requirements

To be eligible for contract award, bidders must comply with all applicable laws governing business operations in Hawaii including General Excise Tax Law (Chapter 237), Employment Security Law (Chapter 383), Worker's Compensation Law (Chapter 386), Temporary Disability Insurance (Chapter 392), Prepaid Health Care Act (Chapter 393), and obtain a Certificate of Good Standing (COGS). Vendors must also demonstrate compliance via Hawaii Compliance Express (HCE) or provide paper compliance certificates from relevant state agencies.
