Fence Repairs at Nawiliwili Harbor

Background

The Hawaii Department of Transportation is issuing a solicitation for fence repairs at Nawiliwili Harbor on the Island of Kauai. The goal of this contract is to maintain and enhance the security of the harbor by replacing existing chain link fences with new ones on an as-needed basis. This ensures compliance with safety and environmental regulations.

Work Details

The scope of work includes: 1) Installation of appropriate Best Management Practices (BMPs); 2) Installing new concrete footings and new chain link fences; 3) Removing and disposing of existing fencing materials; 4) Removal and reinstallation of existing signage; 5) Maintaining security throughout the project duration. The contractor must provide all labor, materials, equipment, and expenses necessary for these tasks. The chain link fence specifications include PVC coated steel wire, galvanized steel posts, and compliance with ASTM standards. Additionally, the contractor is responsible for regulatory compliance regarding water pollution control and must submit a site-specific BMP plan prior to commencing work.

Period of Performance

The contract will be performed over a twelve (12) month period beginning from the date indicated in the Notice to Proceed from the State. There are options to extend for up to two additional twelve-month periods based on satisfactory performance.

Bidder Requirements

Bidders must possess a valid State of Hawaii General Engineering 'A' or Specialty Contractors 'C-32' license at the time of bidding. Additionally, bidders are required to comply with HRS § 103B-3 regarding employment of state residents, ensuring that at least 80% of the workforce consists of Hawaii residents. Bidders must also adhere to campaign contribution regulations as specified in HRS § 11-355.
