Background

The State of Hawaii Department of Labor & Industrial Relations, on behalf of the Hawaii Retirement Savings Program (HRSP), is seeking competitive proposals for comprehensive marketing and communications services. The HRSP aims to provide private-sector workers without workplace retirement plans a secure way to save through an auto-enrollment IRA program. The program is set for full implementation in December 2026, following legislative changes that transitioned it from an opt-in to a mandatory auto-enrollment model.

Work Details

The successful Offeror will provide end-to-end marketing and communications services including: 1. Branding & Creative Development: Develop culturally competent messaging, design visual identity assets, and produce creative materials such as flyers, brochures, social media graphics, and videos. 2. Multilingual Translation & Accessibility: Translate materials into languages commonly used in Hawaii (e.g., Ilocano, Tagalog) and ensure compliance with accessibility standards. 3. Media Planning & Placement: Develop statewide media plans using local outlets and secure paid/unpaid media placements. 4. Community Outreach & Engagement: Partner with community organizations, conduct outreach to small employers, and create strategies for communities with limited digital connectivity. 5. Reporting & Performance Tracking: Provide regular performance reports and recommend data-driven adjustments to outreach tactics.

Period of Performance

The contract is anticipated to start on September 1, 2026, and end on October 31, 2027.

Place of Performance

Services will be performed statewide across all islands in Hawaii including O‘ahu, Maui, Kaua‘i, Lāna‘i, Moloka‘i, and Hawai‘i Island.

Bidder Requirements

Offerors must comply with the Hawaiʻi General Excise Tax Law, Employment Security Law, Worker’s Compensation Law, Temporary Disability Insurance Law, Prepaid Health Care Act, and Certificate of Good Standing requirements. Compliance will be verified via Hawaiʻi Compliance Express (HCE).
