Background

The Hawaii Emergency Management Agency (HIEMA), under the Department of Defense, is the emergency management agency for the State of Hawaii. Headquartered in Diamond Head Crater, HIEMA coordinates between the four county emergency management agencies and operates the State Warning Point. HIEMA seeks a qualified vendor to produce and deliver siren poles that meet specified criteria.

Period of Performance

The projected timeline for completion is before May 25th, 2027, upon receipt of Notice to Proceed. The vendor must contact David Yamada within 10 calendar days upon receipt of the award to arrange delivery.

Place of Performance

Delivery will be made to the State of Hawaii/Department of Defense at Hawaii Emergency Management Agency, Building 303, Warehouse, 4204 Diamond Head Road, Honolulu, HI 96816.

Bidder Requirements

Vendors must have experience and contractor licenses. They are required to provide a Hawaii Compliance Express (HCE) certificate or proof of compliance with IRS, State Department of Tax, DCCA, and DLIR. A printout validating that the business entity is not debarred or suspended from receiving federal funding is also necessary. Preference will be given to contractors who comply with Federal Buy American Act (BAA) and utilize small, minority, or women-owned enterprises when possible.
