JP Court 4 Lobby Expansion

Background

The State of Delaware, Office of Management and Budget, Division of Facilities Management is issuing this contract for the JP Court 4 Lobby Expansion project located in Seaford, Delaware. The goal of the contract is to enhance the functionality and accessibility of the court's lobby area.

Work Details

The project includes the removal of existing structures such as concrete sidewalk, entry canopy, brick veneer, roofing materials, dormers, toilet rooms, finishes, and mechanical, electrical, and plumbing systems. A new addition of 900 square feet will be constructed which will include ADA accessible toilet rooms and office space. The addition will also feature new finishes along with mechanical and electrical equipment necessary for its operation.

Period of Performance

The contract work is scheduled to be performed from July 9, 2026, following the bid opening until the completion of the project as determined by the awarded contractor.

Place of Performance

The work will be performed at JP Court 4 located in Seaford, Delaware.

Bidder Requirements

Bidders are required to attend a mandatory pre-bid meeting on June 15, 2026. Each bid must include a bid security equivalent to ten percent of the bid amount. The successful bidder must provide a performance bond and payment bond equal to 100 percent of the contract price upon execution. Bidders must not be subject to discrimination based on race, creed, color, sex, sexual orientation, gender identity or national origin. Minority Business Enterprises (MBE), Disadvantaged Business Enterprises (DBE), Women-Owned Business Enterprises (WBE), and Veteran-Owned Business Enterprises (VOBE) are encouraged to submit bids.
