DHSEM Hazard Mitigation Playing Cards

Background

The State of Alaska, Department of Military and Veterans Affairs (DMVA), Division of Homeland Security and Emergency Management is seeking competitive bids for qualified vendors to produce and deliver two custom educational playing card decks. The purpose of this contract is to enhance public outreach and education regarding hazard mitigation and earthquake/tsunami preparedness.

Work Details

The contractor will provide two custom educational playing card decks: one Hazard Mitigation deck and one Earthquake/Tsunami deck. Each deck must include a full set of custom printed playing cards and a custom printed tuck box using State-provided artwork, layouts, logos, and updated card content. The vendor must maintain existing layouts unless changes are approved in writing by the State. Specific requirements include: 1. Hazard Mitigation Deck: Full set of cards with State-provided content. 2. Earthquake/Tsunami Deck: Full set of cards with State-provided content. 3. Custom Tuck Boxes: Must include specific design elements as per State guidelines. 4. Delivery must be made FOB destination to the specified address, including all costs for production, proofing, packaging, shipping, and delivery.

Period of Performance

The contract period will extend until the completion of the project, with bids due by 2:00 PM Alaska Standard Time on June 15, 2026.

Place of Performance

Delivery location is at the Department of Military and Veterans Affairs, Division of Homeland Security and Emergency Management, Building 49200, 49000 Army Guard Road, Fort Richardson, AK 99505.

Bidder Requirements

Bidders must hold a current Alaska business license and may qualify for preferences such as Alaska Bidder Preference (5%), Alaska Military Skills Program Preference (2%), or Alaska Veteran Preference (5%). Bidders must submit a signed certification form to confirm eligibility for these preferences.
