Background

The Commonwealth of Kentucky, through the Finance and Administration Cabinet, is issuing this solicitation to establish a Master Agreement for Aviation Helmets on behalf of the Kentucky State Police. The purpose of this contract is to provide necessary equipment that meets specific operational needs for state agencies.

Work Details

The contract requires the provision of 15 Aviation Helmets, specifically the LH250 dual visor helmet. Key specifications include: - Color: Dark Matte Gray with clear and dark visor - Maxillo Polycarbonite Face Shield Kit with dark tint and quick disconnect hinged hardware - Large Night Vision Google mounts and adapters - Bose A30 Bluetooth headsets with 4-6 straight cable and Helicopter plug - Viper 5" amplified Electret high impedance 90-degree Pivot Flex Boom Microphone - Heavy-duty chin strap with magnetic quick release (DOI Compliant) - Oregon Aero memory foam Zeta Liner

Civilian Impedance

- Heavy-duty canvas helmet/gear bag (24") All helmets must be delivered before September 30, 2026, with sizes provided at order placement. Pricing must include all shipping and delivery charges.

Period of Performance

The initial contract period is one year from the date of award, with options for four additional two-year extensions upon mutual agreement.

Place of Performance

Delivery will be made to the KSP Cannabis Suppression Branch located at Bluegrass Station Bldg 30, 5751 Briar Hill Rd, Lexington, KY 40516-9721.

Bidder Requirements

Bidders must comply with specific requirements including: registration in the Commonwealth eProcurement System, submission of a completed Kentucky Tax Registration Application if applicable, and adherence to insurance requirements including Commercial General Liability Insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 aggregate. Additionally, bidders must not engage in any boycotts against jurisdictions that Kentucky can trade with.
