Lewis and Clark National Historical Park (LEWI) is seeking firm fixed-price quotations for all labor, wiring, ditching, materials and equipment necessary for installation of two (2) Government owned security gates as described in the attached scope of work. This RFQ will result in a single firm fixed-price contract to a single contractor. The applicable NAICS code is 238910 with $19 million dollars within the past three years. No site visit is scheduled. Offers will be made available for award for a minimum of 60 days. Summary: Background The Lewis and Clark National Historical Park (LEWI) is seeking firm fixed-price quotations for the installation of two Government-owned security gates. This project aims to enhance security and operational efficiency within the park, which receives approximately 250,000 visitors annually. The existing manual gates have exceeded their design life and pose safety hazards due to frequent maintenance issues and outdated systems. The goal of this contract is to replace these aging systems with automated gates that will improve access control and staff safety during adverse conditions. Work Details The contractor will be responsible for all labor, wiring, ditching, materials, and equipment necessary for the installation of two automatic security gates. The scope of work includes: - Demolition of existing gate structures where applicable. - Excavation of 3' deep by 18' diameter holes for each automatic swing-gate post. - Excavation of 2' x 2' x 1' areas to install battery and hardware housing units along the roadbed. - Installation of new gate posts, electrical conduit, battery housing units, and all associated hardware required for automated operation. - Obtaining all required electrical permits, coordinating inspections, and ensuring compliance with applicable electrical codes and NPS standards. Period of Performance The contract performance period is from June 22, 2026, to July 21, 2026. Place of Performance The construction projects will be performed at Lewis and Clark National Historical Park located at 92343 Fort Clatsop Road, Astoria, Oregon. Bidder Requirements Bidders must furnish any required performance and payment bonds within 10 calendar days after award. Contractors are required to have active profiles with completed representations and certifications on the day this request for quotes closes to be considered responsive and eligible for award. Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a closely related prior contract for security gate supply and installation, with Aa&A Maintenance identified under award 140P8425P0090 (value $74,783; 09/16/25–05/31/26). That prior work involved installing a security gate at Oregon Caves National Monument and Preserve, and the current scope similarly requires installation of two automated/security gates including demolition as applicable, excavation for gate posts, electrical wiring/conduit, and related hardware to support automated operation.
