Background

The Commonwealth of Kentucky, through the Finance and Administration Cabinet, is issuing this solicitation for the purpose of establishing a Master Agreement for printing and mailing vehicle titles. The contract aims to streamline the process of issuing vehicle titles to enhance efficiency in the Department of Vehicle Regulation (KYTC). The agency's mission is to ensure proper regulation and management of vehicle titles across Kentucky, which involves handling approximately 1.5 million titles annually.

Work Details

The contractor will provide off-site processing services to print and mail vehicle titles daily. This includes converting electronic data into paper format, preparing documents for mailing, and ensuring compliance with USPS specifications for maximum barcode discounts. The contractor must supply all necessary paper stock, envelopes, and bear all postage costs. Specific requirements include: - Printing approximately 1,700,000 vehicle titles on 8.5" x 11" paper monthly. - Mailing non-vehicle title documents within 40 hours of receiving data from KYTC. - Providing personalized vessel titles printed on green-bordered paper at a volume of approximately 4,000 per month. - Ensuring that all printed documents meet security specifications including embedded security threads and safety inks. - Maintaining two operational processing facilities for disaster recovery purposes. - Submitting proofs of documents for approval prior to use.

Period of Performance

The initial contract period is set for two years from the date of award, with options for three additional one-year renewals based on mutual agreement.

Place of Performance

The services will be performed at the contractor's designated facilities capable of handling secure document processing and mailing operations. All mailings will be delivered to the KYTC Department of Vehicle Regulation located at 200 Mero Street, Frankfort, KY 40622.

Bidder Requirements

Bidders must be registered in the Commonwealth eProcurement System and comply with specific requirements including: - Submission of a performance bond or irrevocable letter of credit equal to 20% of the total bid amount prior to contract award. - Compliance with KRS 186A.050 regarding title characteristics. - Adherence to confidentiality agreements concerning personal information handled during the contract execution. - No subcontracting without written approval from KYTC.
