Background

The Kentucky Community and Technical College System (KCTCS) is the largest institution of higher education in Kentucky, comprising 16 colleges with over 70 campuses. KCTCS serves approximately 80,000 students and nearly 5,000 businesses annually through various educational programs. The purpose of this Request for Proposal (RFP) is to solicit proposals from qualified firms to provide leadership development and team alignment services primarily for Southeast Community & Technical College. The goal is to foster high-performing teams and develop aligned leaders within the college.

Work Details

The awarded contractor will provide the following services: 1. **One-on-One Leadership Engagements**: - Conduct a comprehensive deep-dive session incorporating self-assessments, including the PERILL assessment. - Monthly one-on-one coaching sessions throughout a one-year engagement period. - Targeted development in four core leadership capabilities: building self-confidence, connecting effectively across differences, setting clear expectations, and aligning teams to shared priorities. 2. **Team Leader Engagement**: - All elements from One-on-One Leadership Engagements plus team review and debrief of the PERILL assessment. - Facilitation to connect individual leadership development to broader team objectives. 3. **Monthly Cohort Co-Development Calls**: - Facilitate group learning sessions for all participants as part of a cohort model (8 calls total over 8 months). - Focus on shared learning, collaboration, and real-time problem solving. 4. **PERILL Team Group Reviews (In-Person)**: - Four in-person sessions over one year:

Session 1

Review PERILL Team Assessment results, develop team identity, establish collective priorities.

Sessions 2-4

Quarterly reviews to assess progress on initiatives and reinforce accountability.

Period of Performance

The contract will be performed over a one-year period starting from July 2026.

Place of Performance

Services will primarily be conducted at Southeast Community & Technical College within the KCTCS system in Kentucky.

Bidder Requirements

Offerors must demonstrate experience in leadership development and executive coaching, facilitating team alignment initiatives, using assessment-based coaching methodologies including PERILL, and delivering in-person facilitation sessions. Additionally, Offerors must provide evidence of Errors and Omissions insurance with a minimum liability limit of $1 million.
