Background The Military Sealift Command (MSC) Norfolk, Strategic Sealift Program Support Office is issuing this Request for Proposals (RFP) N3220526R6094 for a charter party contract. The purpose of this procurement is to secure vessel(s) capable of meeting specific transportation requirements for containerized ammunition, in compliance with applicable regulations. This acquisition is being conducted under Contracting. Work Details The contractor will provide one U.S. or foreign flag, self-sustaining vessel capable of carrying a minimum of 250 TEUs of containerized ammunition while satisfying all applicable regulatory HAZMAT compatibility and segregation requests. Key specifications include: - Intended Hazardous Material: Hazard classes 1.1 through 1.4S - Anticipated average TEU weight: 25,000 pounds; Maximum TEU weight: 40,000 pounds - Maximum Length Overall (LOA): not to exceed 825 feet / 251.4 meters - Laden draft: not to exceed 33.8 feet / 10.3 meters - Minimum laden speed: shall be 13 knots - Delivery location: Military Ocean Terminal Sunny Point, NC, USA; Redelivery location: Nordenham, Germany - Charter period: Approximately 59 days with laydays commencing on July 26, 2026. The contractor must provide a detailed stow plan and ensure segregation of all loaded munitions containers aboard the vessel in compliance with all regulations concerning Arms, Ammunition, and Explosives (AA&E). Additionally, the contractor must provide a warranty acknowledging compliance with all solicitation requirements. Period of Performance The contract will be performed over a period of approximately 59 days, commencing on July 26, 2026. Place of Performance Military Ocean Terminal Sunny Point, NC, USA for delivery; Nordenham, Germany for redelivery. Bidder Requirements Bidders must submit a valid proposal that includes at least a ship name, price, and signature to be considered for evaluation and award. A minimum of two supercargo is required on board the vessel during operations. Bidders must also provide the most recent Vessel Certificate of Inspection (COI), Document of Compliance for the Carriage of Dangerous Goods, and address any outstanding deficiencies noted by USCG or class society. Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a confirmed incumbent based on prior award N3220525P2271, a 59-day dry cargo time charter awarded to Schuyler Line Navigation Company for operations out of Military Ocean Terminal Sunny Point, NC. The prior contract’s duration and charter-party structure closely match the current requirement for a ~59-day time charter with similar dry cargo movement and operational constraints, suggesting the work is a continuation or follow-on of the same type of vessel charter support for munitions container transportation.
