The Air Force will NOT be responsible for any costs incurred by interested parties in responding to this request for information. INTRODUCTION: 673d CONS/PKC is conducting market research to identify qualified sources and evaluate Small Business capabilities for the services detailed in the attached Draft Performance Work Statement (PWS). Responses will be used internally by the Air Force to define requirements for a potential solicitation and will not be disclosed outside the Federal Government. 673d CONS/PKC has a requirement to provide essential local area and long-distance Telecommunication Services (TS) supporting JBER, AK. Site specific equipment connectivity requirements and required features are identified in Appendix 1 of the PWS. Support shall be provided to the installation 24 hours a day/7 days a week/365 days a year, and 366 days during leap years (24/7/365-366). Please refer to the attached PWS for additional details.
All capability statements must be received No Later Than 2:00PM Alaska Daylight Time. 17 June 2026. Interested parties are invited to submit a capabilities statement that demonstrates their ability to meet the requirements outlined in the PWS. Capability statements are limited to no more than 10 single sided 8.5 x 11 in pages and no smaller than 11-point font. Responses should include the following: 1. Name of the firm, point of contact, phone number, email address, UEI number, CAGE code, a statement regarding small business status (including small business type(s)/certifications(s) such as SDB, 8(a), HUBZone, SDVOSB, WOSB, etc.) and the corresponding NAICS code. 2. Identify whether your firm is interested in competing for this requirement as a prime contractor or not. Identify subcontracting, joint ventures or teaming arrangement that will be pursued, if any. 3. Information in sufficient detail regarding previous experience (indicate whether as a prime contractor or subcontractor) on similar requirements (include size, scope, complexity, timeframe, government or commercial), pertinent certifications, etc., that will facilitate making a capability determination. 4. Information to help determine if the service is commercially available, including pricing information, basis for the pricing information (e.g., market pricing, catalog pricing), delivery schedules, customary terms and conditions, warranties, etc.). 5. Identify how the Air Force can best structure these contract requirements to facilitate competition by and among small business concerns. 6. Background The 673d Contracting Squadron (673d CONS/PKC) is conducting market research to identify qualified sources and evaluate small business capabilities for providing essential local area and long-distance telecommunications services at Joint Base Elmendorf-Richardson (JBER), Alaska. The goal of this contract is to ensure reliable telecommunications support for the installation, which operates 24/7 throughout the year. Work Details The contractor shall provide continuous operational telecommunication services, including local and long-distance capabilities, with a reliability of 99.999%. Services must include timely notifications of scheduled outages at least 30 days in advance, with a detailed explanation provided 95% of the time. The contractor must respond to and restore priority service outages according to defined severity levels: High (99% response), Medium (99% response), and Low (95% response).
