AFLCMC/WBK-2 intends to solicit and negotiate a sole-source contract with L3Harris Technologies under the statutory authority of 10 U.S.C. 3204(a)(1) as implemented by FAR 6.302-1. While this notice is not a request for competitive proposals, any alternate responsible sources challenging this sole-source determination must submit a capability statement in strict accordance with the mandatory requirements outlined in the attached synopsis document.
Background The Air Force Life Cycle Management Center (AFLCMC) is seeking to address significant readiness challenges associated with the B-2 Spirit aircraft, a critical strategic asset vital to national security. The platform's historical sustainment model has led to issues stemming from parts obsolescence and single points of failure in the industrial base. This acquisition aims to establish a neutral lead contractor to create a Government-owned library of technical data through reverse engineering and data rights acquisition, thereby enhancing competition and establishing a sustainable, multi-vendor industrial base for the B-2 supply chain. Work Details The contractor will serve as the strategic supply chain manager for the B-2 Supply Chain Velocity Initiative (SCVI). Key tasks include: 1. Program Management: Act as the primary execution lead for the Supply Chain Regeneration effort, establishing a government-controlled sustainment enterprise focused on creating a competitive, multi-vendor supply chain. 2. Reverse Engineering: Execute complex reverse engineering projects on obsolete military avionics and structural components to develop complete, producible Government-owned Level 3 Technical Data Packages (TDPs). 3. Data Rights Acquisition: Negotiate and acquire technical data and intellectual property rights from aerospace OEMs to secure Unlimited Rights for the government. 4. Supplier Network Management: Establish and manage a 'hub-and-spoke' industrial model, providing oversight and build-to-print data packages to subcontractors for manufacturing tasks. 5. Airworthiness Qualification: Manage submissions of newly developed parts for airworthiness approval from U.S. Air Force technical authorities.
