Background The United States Department of Agriculture's Natural Resources Conservation Service (NRCS) is seeking to obtain an Areawide Market Analysis (AWMA) for the Agricultural Conservation Easement Program - Wetland Reserve Easement Component (ACEP-WRE). The goal of this contract is to assist landowners in restoring, protecting, and enhancing wetlands through the purchase of conservation easements. The AWMA will be conducted for an initial fiscal year and will include subsequent annual recertifications or amendments for up to four additional years. Work Details The contractor will be responsible for conducting an Areawide Market Analysis that complies with NRCS specifications. Key tasks include: 1. Determining proposed market areas and land use types as identified by the NRCS State Conservationist. 2. Delivering AWMA products that are approved by the NRCS State Conservationist and designated Easement Programs Division staff. 3. Ensuring that all deliverables are compliant with the Uniform Standards of Professional Appraisal Practice (USPAP). 4. Providing written and digital products, participating in meetings, and attending at least one training session. 5. Submitting resumes for state-certified general real property appraisers who meet the qualifications outlined in the Statement of Work.
