Combined Synopsis/Solicitation 70Z04026QSBPL0011, Specification Package Rev-0, dated 13 March 2026, Past Performance Questionnaire, Schedule of Supplies and Services, information is provided as a PDF file and available for download. The period of Performance is 14 JUL 2026 TO 13 AUG 2026.
Background The United States Coast Guard (USCG) is issuing this solicitation for dry-docking services for the USCG ANT Buffalo. The goal of the contract is to ensure the maintenance and repair of the vessel to meet operational readiness standards. This solicitation includes a combined synopsis/solicitation for commercial products and services, with specific requirements outlined in the attached specification package. Work Details The contractor is required to furnish and deliver all items set forth in the Schedule of Supplies/Services. The work includes inspection, maintenance, repair/refit, testing, storage, and transportation services as detailed in the specification. The contractor must provide a composite labor hour rate that includes direct labor wages, employee benefits, indirect costs, and profit. Payment will be based on a percentage of completion, with invoices submitted as work progresses. The contractor must also provide three past performance references relevant to similar work completed within the last two years. Period of Performance The contract will be performed from July 14, 2026, to August 13, 2026. Place of Performance The work will be performed at USCG STA Mayport. Bidder Requirements Bidders are required to submit a Past Performance Questionnaire filled out by reference customers for two projects relevant to the work being performed. Bidders must demonstrate satisfactory past performance ratings in CPARS or PPQs. Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a confirmed incumbent and/or closely related prior contract based on USCG STA Mayport FY26 drydock repairs for the same vessel/requirement set. A closely related award (70Z04026PSBPL0067) was awarded to St. Johns Boat Company for $289,675 with performance from 06/02/26–09/07/26, described as “USCG STA MAYPORT (45644) FY26 DRYDOCK REPAIRS.” The current solicitation’s short FY26 dry-docking period at USCG STA Mayport and similar scope of inspection/maintenance/repair activities suggest it may be a continuation or follow-on drydock effort.
