Summary (Newest Update)

Background The FXSB 26-6837 contract is issued by the 673 Civil Engineering Squadron at Joint Base Elmendorf-Richardson (JBER), AK. The mission of this contract is to repair and replace the roof of historic Building 11525, which was originally constructed in the early 1940s. The goal is to ensure the building remains weather-tight and operational, particularly as it serves an active flight line. Work Details The project involves removing the existing built-up roof (BUR) from designated sections of Building 11525 and installing new roofing systems. Specifically, the high barrel roof section (approximately 200-ft by 280-ft) will receive a new 3-ply SBS-Modified BUR roof assembly with a granular cap sheet. Additionally, two low roof sections (each approximately 35-ft by 280-ft) and one low roof section (approximately 62-ft by 242-ft) will be replaced with a new 90-mil Ethylene Propylene Diene Monomer (EPDM) roof assembly. All roofing assemblies must be fully adhered. The contractor is also responsible for replacing existing roof drains, flashings, vent pipe flashing, cover board (as required), vapor barrier, cant strips, metal copings, and trim with new materials. Period of Performance The geographic location(s) the construction projects will be performed (if provided) Place of Performance The work will be conducted at Building 11525 on Joint Base Elmendorf-Richardson (JBER), Anchorage, AK. Bidder Requirements Bidders must demonstrate relevant experience by providing documentary evidence of successful completion of at least two projects of similar scope and complexity within the last five years. Each project must include a complete tear-off of an existing roofing system. Additionally, contractors must possess a current Experience Modification Rate (EMR) score of less than 1.1 to be considered eligible. Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a closely related prior contract for roofing work at Joint Base Elmendorf-Richardson (JBER). Consolidated Enterprises was awarded FA800320D0002-FA500024F0076 (valued at $9,259,851) to replace the roof of Supply Warehouse B4251, including EPDM roof replacement and related roof system components such as roof drains and asbestos-containing material abatement. The current requirement similarly involves tear-off and replacement of built-up roofing with new fully adhered roofing assemblies (including EPDM) and replacement of associated roof elements like drains and flashings, suggesting a continuation of comparable roof replacement scope.
