Site visit scheduled for 8 June at B11551 at 11:00AM (Local Time). Building 11551 is a one-story, 75,000 square feet (SF) building framed primarily out of steel and cast-in-place concrete. The building was originally constructed in the early 1940s and is a historic property eligible for listing on the National Register of Historic Places. The main open space is 200-ft by 229-ft with a high barrel roof section that?s approximately 50,500 SF. Additionally there are three (3) low slope roof lean-to sections. The West lean-to section is approximately 36-ft by 268-ft,with the East lean-to section at approximately 36-ft by 229-ft. The East side shall include an addition that is approximately 35- ft by 38-ft. The South lean-to section is approximately 36-ft by 180-ft. This Design-Build project will remove the existing built-up roof (BUR) from both barrel center section and the three (3) lower roof lean-to sections down to the existing structural decking. New 3-ply SBS-Modified BUR roof assembly with granular cap sheet on the barrel roof section shall be installed and the three (3) lower roof lean-to sections shall be replaced with new 90-mil Ethylene Propylene Diene Monomer (EPDM) roof assemblies. All roofing assemblies shall be fully adhered. Replace existing roof drains, flashings, vent pipe flashing, cover board, insulation, vapor barrier, cant strips, metal copings and trim with new.
Background The FXSB 26-7337 contract is issued by the 673D Civil Engineer Squadron at Joint Base Elmendorf-Richardson (JBER), Alaska. The mission of this project is to repair and replace the roof of Building 11551, a historic property eligible for listing on the National Register of Historic Places. The goal is to ensure the structural integrity and functionality of this facility while accommodating user needs during construction. Work Details The contractor will perform a Design-Build project that includes the following tasks: remove the existing built-up roof (BUR) from both the barrel center section and three lower roof lean-to sections down to the existing structural decking; install a new 3-ply SBS-Modified BUR roof assembly with a granular cap sheet on the barrel roof section; replace three lower roof lean-to sections with new 90-mil Ethylene Propylene Diene Monomer (EPDM) roof assemblies; and replace existing roof drains, flashings, vent pipe flashing, cover board, insulation, vapor barrier, cant strips, metal copings, and trim with new materials. Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a confirmed incumbent and/or closely related prior contract based on FA800320D0002-FA500024F0076 awarded to Consolidated Enterprises for $9,259,851 (08/01/24–08/01/26). That prior effort involved roof replacement using EPDM (with tapered insulation and related roof drain redesign) for a supply warehouse at JBER, Anchorage, Alaska, and it included roof system upgrades such as structural metal decking and asbestos-related work. The current requirement similarly removes existing roofing down to structural decking and installs new adhered roofing assemblies (3-ply SBS-modified BUR on the barrel section and 90-mil EPDM on lean-to sections) along with replacement of drains, flashings, insulation/vapor barrier, and trim, indicating a continuation of roof replacement scope at the same installation.
