VISN 2 Bronx ESPC Project Facilitator Services

Background

The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) is issuing this pre-solicitation notice to inform potential contractors about the upcoming solicitation for Project Facilitator (PF) Services. This contract is aimed at supporting the VISN 2 Bronx VAMC Energy Savings Performance Contract (ESPC) and will be awarded under a direct sole source SDVOSB contracting authority, in accordance with Public Law 109-461 and 38 U.S.C 8127 Veterans First benefits program.

Work Details

The contractor will provide Project Facilitator services which include: - Supporting Measurement and Verification (M&V;) Report review. - Overall project tracking and reporting on meeting minutes. - The services are to coincide with the ESPC M&V; schedule over a total of five years, consisting of one base year and four option years. - The Project Facilitator must be approved by the Department of Energy (DOE).

Period of Performance

The anticipated period of performance for this requirement will begin on September 25, 2025, and conclude on September 24, 2030. An earlier start date may be possible if mutually agreed upon by the Contractor and the Government prior to September 19, 2025.
