X1JZ- lease/rental of miscellaneous buildings This is a combined synopsis/solicitation for commercial items prepared in accordance with far 12 and 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Synopsis/Solicitation N0017826Q1612 is being issued as an invite to Small Business concerns that are interested in becoming a prospective vendor on the Blanket Purchase Agreement (BPA) for Hardware and Components to submit the requested information that is listed in the synopsis listed below. The awards issued will incorporate provisions and clauses that are in effect through the Federal Acquisition Regulation. This requirement is eligible for small business set-aside. The Naval Surface Warfare Center, Dahlgren Division (NSWCDD), intends to establish a Blanket Purchase Agreement (BPA) to fulfill this requirement; however, the Government reserves the right to not award any BPA and does not guarantee any order placements. The resultant BPA award will be a total of five (5) years to include a base year plus four (4) option years. The Government is obligated only to the extent of the authorized orders made under the BPA. Please note that a BPA is not a contract. A BPA is a streamlined method for acquiring services on an as-needed basis from qualified sources that are readily available and thus eliminate the need for repetitive costly re-procurements. All calls/orders must be acknowledged by the selected vendor in order to be retained on the BPA calling list. The Government will not be issuing a formal Request for Proposal because this notice will result in a BPA. In addition, the Government does not intend to pay for any information provided under this notice. The Government is not obligated to notify respondents of the results of this notice. The synopsis is open to all business concerns; however, in accordance with FAR 19.501, the Government's intent is to establish BPAs with Small Businesses. Individual call numbers shall not exceed the Simplified Acquisition Threshold. Simplified Acquisition procedures in accordance with FAR Part 13 will be utilized. The Government reserves the right to add/delete vendors at any time throughout the life of the BPA. There is no minimum or maximum Government obligation. In compliance with DFARS 252.232-7006, Wide Area Workflow Instructions (DEC 2018) , the Government will utilize Wide Area Workflow (WAWF) (https://wawf.eb.mil/) to electronically process vendor requests for payment. Interested parties are requested to provide their Cage Code and DUNS Numbers for verification of inclusion in the System for Award Management (SAM). VENDORS CURRENTLY HODLING A BPA WITH NSWCDD DO NOT NEED TO RESPOND TO THIS ANNOUNCEMENT UNLESS YOUR BPA MASTER AGREEMENT HAS REACHED ITS EXPIRATION DATE OF FIVE (5) YEARS. Responsibility determinations will also precede issuance of a BPA and will be conducted in accordance with FAR 9.104 and to complete FAR Clause 52.219-1. BPAs will be issued on the basis of past performance. Interested vendors should provide a minimum of five (5) past performance references. These references should include name of business, address, phone number, point of contact, contract/purchase order number and item description. Past performance will be evaluated based upon quality and timeliness of delivery. The Government reserves the right to use additional past performance references if necessary. FAILURE TO SUPPLY THE REQUESTED INFORMATION WILL AFFECT YOUR ABILITY TO BE AWARDED A BPA. Delivery shall be FOB Destination to Dahlgren, Virginia. All BPA calls/orders shall be issued on a firm fixed price basis. Background The Naval Surface Warfare Center, Dahlgren Division (NSWCDD) is responsible for hosting multiple events to engage both internal and external Contractors, Civilians, and Industry Partners. This solicitation is for a Blanket Purchase Agreement (BPA) aimed at fulfilling the requirement for event support services, including venue rental for various engagements.
