Summary: Background The U.S. Fish and Wildlife Service (USFWS) is seeking a contractor to conduct an environmental hazards survey at the Old Chevak Church located within the Yukon Delta National Wildlife Refuge in Alaska. The purpose of this contract is to assess the presence of hazardous materials, including asbestos, lead-based paint, and PCBs, prior to any renovations or demolition activities. This initiative aligns with the agency's mission to ensure environmental safety and compliance with federal regulations. Work Details The contractor will be responsible for providing all necessary labor, travel, supervision, materials, sampling, laboratory analysis, equipment, reporting, permits, and incidentals required to perform a comprehensive hazardous materials inspection and assessment. Specific tasks include: - Conducting inspections for asbestos-containing materials (ACM), lead-based paint (LBP), PCB paint, and other hazardous materials. - Performing sampling and quantification of hazardous materials. - Documenting hazardous material inventory. - Preparing remediation cost estimates. - Drafting and submitting final reports that identify the presence and condition of hazardous materials within the structure. The site is remote and can only be accessed by float plane or boat. Period of Performance The contract period will commence upon award and extend through August 15, 2026. Field survey activities must be completed by July 31, 2026. Place of Performance Yukon Delta National Wildlife Refuge, specifically at the Old Chevak Church in Bethel, Alaska. Bidder Requirements Bidders must meet several qualifications to be considered for this contract: - Must be a small business as defined by federal standards. - Personnel conducting asbestos inspections must be certified by the State of Alaska. - Personnel conducting lead inspections must be licensed by the State of Alaska. - Must demonstrate relevant experience in performing hazardous material surveys as outlined in the Statement of Work.
