Background

The Alaska Mental Health Trust Authority (the Trust) is a state corporation that administers the Alaska Mental Health Trust, a perpetual trust aimed at improving the lives of beneficiaries. The Trust operates similarly to a private foundation, utilizing its resources to ensure Alaska has a comprehensive integrated mental health program. It was established by Congress before statehood and reconstituted in 1994 with $200 million and approximately one million acres of land. The Trust's mission is fulfilled through strategic priorities that strengthen Alaska's full continuum of care, focusing on prevention, crisis response, treatment, and ongoing support for beneficiaries who experience mental illness, disabilities, substance use disorders, and other related conditions.

Work Details

The contract involves providing technical assistance and consultation to the Trust and the Department of Health's Division of Senior and Disabilities Services (SDS) regarding the Home and Community Based Service (HCBS) delivery system. Specific tasks include: - Consulting on Medicaid waivers - State plan services - Grant services - Service system design - Optimizing federal financial participation for Medicaid services - Ensuring alignment with other funded programs - Making recommendations for standardizing HCBS grant services - Drafting or revising forms for efficiency - Assisting with federal grant applications - Reviewing specific services across payment types - Aligning service definitions with federal guidelines - Conducting public information sessions - Developing presentations or reports as requested.

Period of Performance

The contract will commence approximately on July 7, 2026, and will last for one year until June 30, 2027. There are three one-year renewal options available at the sole discretion of the Trust.

Place of Performance

Work will be performed at the contractor’s workplace. The Trust will not provide workspace for the contractor.

Bidder Requirements

Offerors must have a minimum of five years’ experience providing expert consulting services to State Medicaid agencies. They must also provide documented proof of successful completion of a project related to a Home and Community-Based Services Waiver Program in Alaska. Additionally, offerors must certify that all services under this contract will be performed in the United States unless a waiver is requested.
