Liquid Asphalt Supply, Statewide FOB

Background

The Arkansas Department of Transportation (ARDOT) is issuing a solicitation for the supply of liquid asphalt, specifically bituminous asphalt binder stabilizing agents for full depth reclamation. The goal of this contract is to ensure the availability of high-quality asphalt materials that meet specified standards for use in state highway construction and maintenance projects.

Work Details

The contractor will provide asphalt binder grade PG 64-22, which must be homogeneous and meet AASHTO M320 requirements. The material must not be heated above 375°F and must be delivered at a minimum temperature of 300°F using properly calibrated metered pumps. Each shipment must include a bill of lading with specific details such as product name, supplier information, destination, unit measurements, total weight, lot number, and shipper information. Additionally, the contractor must provide documentation including a Material Safety Data Sheet (MSDS) and clear storage instructions. Deliveries will be made based on individual orders from ARDOT stockroom supervisors within ten days after notification.

Period of Performance

The contract will be performed over a specified period during which materials will be supplied as needed based on individual orders placed by ARDOT.

Place of Performance

The geographic location for performance is statewide within Arkansas, with deliveries made to designated ARDOT locations.

Bidder Requirements

Bidders must certify compliance with several restrictions including: not engaging in a boycott of Israel for contracts valued at $1,000 or greater; certifying that they do not employ illegal immigrants for contracts exceeding $25,000; and confirming they are not engaged in boycotts against energy, fossil fuel, firearms, or ammunition industries for contracts valued at $75,000 or more. Bidders must also certify that they are not a Scrutinized Company as defined by Arkansas law.
