Background The Department of the Interior (DOI), Acquisition Services Directorate (AQD), Interior Business Center (IBC), is seeking Indian-owned Small Business Economic Enterprises (ISBEE) and Indian-owned Economic Enterprises (IEE) to provide appraisal and valuation services. The goal of this contract is to procure independent opinions on the market value of specific properties as determined by the Appraisal and Valuations Services Office (AVSO). Work Details The contractor will be responsible for providing appraisal and valuation services for four specific case IDs related to Native Allotments in Alaska. Each case requires an individual appraisal report, which must adhere to the Uniform Standards of Professional Appraisal Practice (USPAP). The appraiser must inspect the properties, verify market data, and deliver a narrative-style appraisal report that includes: 1. Identification of property details including legal descriptions, acreage, and property type. 2. An opinion of market value based on comprehensive analysis using the Cost Approach, Income Approach, and Sales Comparison Approach as applicable. 3. A detailed explanation of adjustments made during the valuation process. 4. Compliance with all confidentiality requirements regarding appraisal results. 5. Submission of reports in encrypted PDF format with a clear structure including headers, footers, and necessary certifications. Period of Performance The initial appraisal report is due 160 days after award, with final reports required 15 days after review acceptance. The total performance period includes time for review and invoicing. Place of Performance The appraisals will be conducted in/near Bethel, Alaska. Bidder Requirements Bidders must hold a valid license as a Certified General Appraiser in good standing for Alaska and have relevant experience in appraising similar properties in Alaska. They must also demonstrate geographic competency and familiarity with USPAP standards.
