Background The Air Force District of Washington, HQ USSF Enterprise Support Division (AFDW/PKF), intends to award a sole-source Blanket Purchase Agreement (BPA) to Purdue University for the continued delivery of the Cyber Training Course. Purdue University developed the existing course under Contract FA701425P0042 and possesses the unique knowledge and technical expertise required to continue performance without disruption. Work Details Purdue University shall deliver a hands-on cyber training program for United States Space Force (USSF) personnel consisting of 416 hours of instruction. The program provides practical, mission-focused training in both red-team offensive cyber operations and blue-team defensive cyber operations. The curriculum covers core cyber domains, including ethical hacking, vulnerability management, Python scripting, threat identification, defensive monitoring, and cyber response activities. Training includes access to a cyber lab or cyber range environment with mobile training capabilities to support realistic, applied learning and scenario-based exercises. The program culminates in a Capstone Event consisting of a minimum of 100 hours where students apply skills developed throughout the course by conducting integrated red-team and blue-team activities in a controlled operational environment. The Capstone assesses students’ ability to identify vulnerabilities, execute authorized offensive techniques, defend systems, respond to simulated threats, and demonstrate practical cyber mission readiness. Place of Performance The contract will be performed at Purdue University’s facilities in West Lafayette, IN, as well as potentially at other locations as required for mobile training capabilities. Bidder Requirements Purdue University is the only source capable of satisfying this requirement due to its unique knowledge and instructional approach developed under previous contracts. No other bidders are mentioned or required.
