Administrative Services Organization

Background

The Department of Administrative and Financial Services, Office of State Procurement Services, State of Maine is issuing this contract to provide Utilization Management Services related to individuals seeking or currently receiving Behavioral Health Services. The goal is to ensure effective management and oversight of services provided to MaineCare Members and other eligible individuals as part of the state's commitment to behavioral health care.

Work Details

The contract involves the provision of Utilization Management Services for Behavioral Health Services, which includes: 1) Utilization Review (UR), 2) Quality Management Improvement (QMI) activities, and 3) reporting. These services are specifically for: a) MaineCare Members; b) non-MaineCare eligible individuals including Bates Consent Decree members, Baxter School for the Deaf members, individuals eligible for Long-Term Support and Employment (LTSE), and individuals utilizing grant funds through the Office of Behavioral Health (OBH) who require utilization review. This amendment adds funding specifically for behavioral assessments and level of care foster care assessments as mandated under the DOJ settlement in United States of America vs. State of Maine (9/9/2024).

Period of Performance

The contract is set to start on July 1, 2024, and will end on June 30, 2027. An amendment effective from January 19, 2026, will also be in place.

Place of Performance

The services will be performed by KEPRO Acquisitions Inc., located in Harrisburg, PA.

Bidder Requirements

The vendor selected for this contract was previously awarded through RFP#201604100. The costs were reviewed during the previous RFP process to ensure best value. Future competition for these services is planned with the initiation of RFP OMS20241 for a contract start date of July 1, 2027.
