Background

The State of Rhode Island, through its Executive Office of Health and Human Services (EOHHS), is seeking to procure a qualified vendor to implement, manage, and operate an Open/Hybrid Model Electronic Visit Verification (EVV) solution. This solution will integrate with Rhode Island's Medicaid Enterprise System (MES), referred to as the Rhode Island Medicaid Optimized and Adaptable State Information System (RI Medicaid OASIS). The Open/Hybrid model allows provider agencies with existing alternative EVV systems to continue using their current technology.

Work Details

The selected vendor will be responsible for the following: 1. Implementing an Open/Hybrid Model EVV solution that integrates with the RI Medicaid OASIS. 2. Managing and operating the EVV system, ensuring it meets all regulatory requirements. 3. Providing support for provider agencies using alternative EVV systems, allowing them to transition smoothly into the new system while maintaining their existing technologies.

Period of Performance

The contract period is expected to begin in May 2027 and will last for three years, with options for renewal for up to three additional 24-month periods based on vendor performance and availability of funds.

Place of Performance

The services will be performed in Rhode Island, specifically within the jurisdiction of the State's Medicaid program.

Bidder Requirements

Vendors must register in Ocean State Procures™ to submit proposals. They are required to comply with insurance requirements including: liability coverage of $1 million per occurrence; workers compensation; automobile liability; and technology errors and omissions insurance among others. Vendors must also demonstrate compliance with minority business enterprise (MBE) participation goals as part of their proposal.
