INTRODUCTION The US Army Contracting Command, Rock Island is seeking sources for Compliance Analysis Services - see Attachment 0001 Performance Work Statement and Attachment 0002 Deliverables Schedule Checklist. This Sources Sought Synopsis is being issued as a means of conducting market research to identify parties having interest in and the resources to support the requirement. The intention is to procure this service on a competitive basis. BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES (IN FULL OR IN PART) OR PROCURED THROUGH FULL AND OPEN COMPETITION, and multiple awards MAY be made. All Small Business Set-Aside categories will be considered. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions.

SCOPE

The Contractor shall perform certified analysis on Government provided field samples for a comprehensive list of contaminants services. Services include certified laboratory analysis reports used to confirm safety and demonstrate regulatory compliance.

BRIEF DESCRIPTION

This supports requirements set forth by regulatory requirements to ensure safe and sanitary conditions for the drinking water system and the soil in the vicinity of ongoing operations. Various routine testing for Tooele Army Depot, to provide results to be compared to Maximum Contaminant levels (MCL's) set by the State of Utah to meet prescribed, certain requirements. The test lab must be able to test for: Bacteriologic, Inorganics and Metal, Lead and Copper, Nitrate and Nitrite, Pesticides, Sulfates, Trihalomethane, Halo acetic Acids, and Volatile Organic Compounds (VOC's). This service supports Tooele Army Depot to meet State and Federal regulatory, and the lab must be certified by the State of Utah. The service will be required to be done on a routine schedule set by the State of Utah and on an as needed basis. Testing must be conducted at the contractor's location and must be within a 50 mile driving distance to deliver in a timely matter to preserve samples. With a maximum turnaround time of 2 weeks. ELIGIBILITY The applicable NAICS Code for this requirement is 541380 with a Small Business Size Standard of $19,000,000. The Product Service Code is F103. Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify their business size in their capabilities statement. Please reply with the following information: 1. Work Details The Contractor shall perform certified analysis on government-provided field samples for a comprehensive list of contaminants. Services include certified laboratory analysis reports confirming safety and demonstrating regulatory compliance. The Contractor must conduct routine testing for various contaminants including Bacteriologic, Inorganics and Metals, Lead and Copper, Nitrate and Nitrite, Pesticides, Sulfates, Disinfection Byproducts (Total Trihalomethanes and Haloacetic Acids), Radiological, Synthetic Organic Chemicals (SOCs), Volatile Organic Compounds (VOCs), Semi-Volatile Organic Compounds (SVOCs), Total Petroleum Hydrocarbons (TPH), Resource Conservation and Recovery Act (RCRA) 8 Metals, and Polychlorinated Biphenyls (PCBs). The laboratory must be certified by the State of Utah and located within 50 miles of TEAD to ensure timely delivery of results. All analyses must adhere to EPA-approved methods with a maximum turnaround time of two weeks for reporting results. The Contractor is responsible for providing all necessary personnel, equipment, supplies, tools, materials, supervision, and other items necessary to perform these services. Period of Performance The period of performance will be one initial 12-month period with options for four additional 12-month periods. Place of Performance The work will be performed at the Contractor’s facility within a 50-mile radius of Tooele Army Depot.
