This notice is a combined synopsis/solicitation for commercial products and commercial services prepared in accordance with the FAR Part 12, Acquisition of Commercial Products and Commercial Services. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Quotations (RFQ) under solicitation number 80AFRC26Q0005 for Armstrong Flight Research Center Occupational Health Services. The provisions and clauses in the RFQ are those in effect through FAC 26-01. This acquisition is a total small business set-aside. The NAICS Code and Size Standard are 621498 and $25.5M, respectively. The offeror must state in their offer their size status for this acquisition. All responsible sources may submit an offer which must be considered by the agency. The Government will award a contract resulting from this solicitation to the offer responsible, whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors are of importance and must be used to evaluate offers: Technical Acceptability, Relevant Experience and Past Performance, and Price are approximately equal. When combined, Technical Acceptability and Price are more important than Relevant Experience and Past Performance FAR 52.212-4, Contract Terms and Conditions-Commercial Products and Commercial Services, (OCT 2025) (DEVIATION) is applicable. Background This solicitation is issued by NASA's Armstrong Flight Research Center as a combined synopsis/solicitation for Occupational Health Services. The goal of this contract is to provide comprehensive health services to support the mission of the Armstrong Flight Research Center, ensuring the health and safety of its personnel. Work Details The contractor will be responsible for providing various occupational health services, including but not limited to: 1. Providing a designated Infection Control Officer (ICO) to implement the AFRC Infection Control Plan and train members of the Infection Control Workgroup. 2. Documenting all patient contacts in the NASA-provided electronic health record system (EHRS) and completing all required forms per standard practice and specific NASA guidance. 3. Conducting peer reviews of medical charts quarterly, ensuring representation from all provider categories. 4. Developing written standing orders and protocols for Health Unit staff, which must be updated as new policies are introduced by NASA. 5. Supporting simulation tests and landings as required by NASA AFRC. 6. Ensuring compliance with OCHMO Health and Wellness requirements, managing informative materials throughout the Fitness Center. 7. Conducting Environmental Health surveillance, including exposure assessments and surveys of facilities and work processes using standard industrial hygiene techniques. 8. Preparing and updating exposure assessment summaries annually in collaboration with branch managers. 9. Completing routine sampling/survey requests within specified timeframes and submitting reports to NASA promptly.
