This notice of intent is not a request for competitive quotes and no solicitation package is available. However, firms that believe they can provide equipment or service that fully meets the Government's requirements may submit substantiating documentation to the identified point of contact within 5 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. NOAA's Marine Operations Center, Acquisition Branch, intends to negotiate, on a sole source basis, under authority of FAR 6.103 other than full and open competition; with Central Alabama Training Solutions, Inc. 5100 Culver Rd. Tuscaloosa, Alabama 35401 for the following. 1.0 Purpose: This Statement of Need contains requirements for Central Alabama Training Solutions, a professional supplier of SCBA equipment, to provide equipment as Long Lead Time Material (LLTM) in support of the upcoming Drydock Availability. Material to be delivered to Pascagoula, MS by September 01, 2026. Equipment to be supplied with: operational, maintenance, and technical manuals, installation information and drawings, and similar documentation for installation, maintenance, and operation of the equipment. 2.0 References: 2.1.1 None 3.0 Government Furnished Material: None additional. 4.0 Requirements: 4.1 Procure Model # EA07H, 6000 PSI, 20.7 CFM, 460 Volt, Three Phase Electric Driven, 4 Stage Breathing Air Module, EconoAir Open Frame [complete with automatic drain valve, emergency stop button, hour meter, final stage pressure gauge, visual CO/Moisture indicator, Low Oil Pressure switch, auto start/stop air pressure switch, 15 HP motor, MK5C Grade E purifier (57,400 CF)], and Electronic CO and Moisture (CMM) Mounting System 4.2 MAKO Model # SCFS2-3HP, Two SCBA Fill, 6000 PSI Rated, Three Bank Cascade Control, Containment Style Fill Station (complete with inlet & outlet gauges, 0-6000 PSI inlet & outlet regulator, To & From bank control valves & gauges, regulated auxiliary outlet with QD, master fill valve & gauge, three fill whips with bleeder valve & control valve, bypass valve, & all interconnecting fittings for cascade operation). 4.3 Two 6000 psi ISO/DOT cylinders 10 year hydro, 2036 CF, Storage Cylinder Rack MKBVS22C2D, Breathing Air Storage System (complete with 2 cylinders with CGA-702 nuts and nipples and all interconnecting hoses for cascade operation). 4.4 All items to be new and new condition. 4.5 Compressor unit to be less than 30 in one horizonal dimension, or have components removable and able to be reinstalled without damage to the unit. 4.6 Bottle foundation and charging station to be less than 24 in one horizontal dimension. As an authorized MAKO distributor, Central Alabama Training Solutions is the only approved company for new unit sales, OEM spare parts, warranty / service for any MAKO breathing air product located within the state of Mississippi. In addition, as an authorized distributor Central Alabama Training Solutions is required to maintain MAKO certification(s) for service and warranty within their assigned area. Furthermore Central Alabama Training Solutions service technician(s) are required to renew their service certifications every five years to keep abreast of current product and maintenance procedures. Central Alabama Training Solutions is recognized as the only authorized distributor of MAKO breathing air products in Mississippi, providing new unit sales, OEM spare parts, and warranty/service for these products. The goal of this contract is to procure Long Lead Time Material (LLTM) to support the upcoming Drydock Availability. Work Details The contract requires the procurement of the following equipment: 1. Model # EA07H Breathing Air Module: 6000 PSI, 20.7 CFM, 460 Volt, Three Phase Electric Driven, 4 Stage Breathing Air Module with features including an automatic drain valve, emergency stop button, hour meter, final stage pressure gauge, visual CO/Moisture indicator, Low Oil Pressure switch, auto start/stop air pressure switch, and a MK5C Grade E purifier (57,400 CF). 2.
