Background

Clark County, Nevada is seeking proposals from qualified firms to provide Construction Manager at Risk (CMAR) services for the New Supplemental Animal Shelter. This initiative aims to address overcrowding issues at the existing regional animal intake facility operated by The Animal Foundation (TAF) and improve service delivery for animal protection operations. The new shelter will enhance public services and ensure a humane environment for animals, staff, and visitors.

Work Details

The selected CMAR will be responsible for two main phases: Preconstruction Services and Construction Services. Key tasks include: 1. Conducting selective investigative demolition to inform project design and construction planning. 2. Providing recommendations on constructability, value engineering, project cost, and scheduling. 3. Preparing a Guaranteed Maximum Price (GMP) proposal that includes costs for work based on finalized designs, general conditions, CMAR's fee, contingency, insurance, and bonds. 4. Participating in design progress meetings and providing input on construction phasing and GMP breakdown plans. 5. Developing multiple GMP proposals based on subcontractor bids while ensuring compliance with Nevada Revised Statutes regarding subcontractor solicitation.

Period of Performance

The contract is expected to commence upon award with an anticipated start date for construction in July 2027.

The work will be performed in Clark County, Nevada.

Bidder Requirements

Proposers must meet specific qualifications including: - Not having been found liable for breach of contract in the past five years. - Not being disqualified from being awarded a contract under relevant Nevada statutes. - Possessing a valid Nevada State Contractor License sufficient for the scope of work required. - Submitting a Letter of Bond Ability from an authorized surety indicating bonding capacity.
