The Government requires SME support to assist with pre-award planning, solicitation development, technical evaluation support, post-award design review, installation quality oversight, testing and acceptance support, accreditation readiness, and sustainment transition. The IDS/ACS effort is for a SCIF at NBSFS and must support physical security, cybersecurity, SCIF accreditation, SSO review, ATO/ATC support, AO review, UL 2050 certification, NIST 128-bit encryption certification, training, testing, and sustainment requirements. The objective of this RFI is to solicit Letters of Interest (LOI) from potential contractors that can complete the work outlined in the RFI Notice. Background The Government requires Subject Matter Expert (SME) support for the IDS/ACS effort at the National Bio and Agro-Defense Facility (NBSFS). This initiative aims to ensure compliance with physical security, cybersecurity, and SCIF accreditation standards. The contract's goal is to provide comprehensive support throughout various phases including pre-award planning, solicitation development, technical evaluation, post-award design review, installation quality oversight, testing and acceptance support, accreditation readiness, and sustainment transition. Work Details The contractor will be responsible for the following tasks: 1. Pre-award planning and solicitation development; 2. Technical evaluation support; 3. Post-award design review; 4. Installation quality oversight; 5. Testing and acceptance support; 6. Accreditation readiness; 7. Sustainment transition. Additionally, the contractor must ensure compliance with physical security measures, cybersecurity protocols, SCIF accreditation processes, Security System Officer (SSO) review, Authority to Operate/Authority to Connect (ATO/ATC) support, Authorizing Official (AO) review, UL 2050 certification requirements, NIST 128-bit encryption certification standards, as well as training and testing requirements. Place of Performance The contract will be performed at the National Bio and Agro-Defense Facility (NBSFS).
