The Pleasant Hill neighborhood in Macon, Georgia, was established in 1879 as a center of Black excellence and community. Over the years, it faced significant challenges due to Urban Renewal Programs and the Interstate Highway System, leading to disinvestment. Recent efforts have been made to revitalize the area through investments in housing, parks, and infrastructure. This project aims to create a comprehensive urban design plan that fosters community engagement and addresses issues of displacement while enhancing the neighborhood's unique history and culture.
The selected firm will collaborate with city staff and various stakeholders to complete the following tasks: 1. Analyze relevant documents including the Pleasant Hill Neighborhood Organization Strategic Plan and Macon’s Reimagining the Civic Commons Website. 2. Conduct interviews with local organizations and businesses to build design consensus. 3. Lead public design charrettes and integrate findings into a draft Master Plan. 4. Develop a draft Master Plan that includes: a) Streetscape and sidewalk improvements connecting public parks; b) Strategies for attracting retail, commercial, and residential tenants; c) Design changes for community events; d) Strategies for increasing park usage by residents; e) Areas for commercial development; f) Design guidelines for urban core planning; g) Phased implementation strategy; h) Funding strategies linked to implementation.
The vendor will be selected in July 2026, with the Master Plan development scheduled over a 12-month period culminating in a draft delivery by July 2027.
The contract will be performed in Pleasant Hill, Macon-Bibb County, Georgia.
Bidders must be properly registered with the Secretary of State to conduct business in Georgia and must identify at least one registered architect licensed in Georgia who will oversee the project. Additionally, bidders are required to submit documentation including:
