Biodiesel Fuel Supply and Delivery

Background

The New Hampshire Department of Administrative Services, through its Division of Procurement and Support Services, is issuing a Request for Bid for the supply and delivery of Biodiesel fuel. The purpose of this contract is to establish a reliable source for Biodiesel, Diesel, and Gasoline to meet the fuel needs of the State of New Hampshire. The contract aims to ensure compliance with environmental standards while providing high-quality fuel products.

Work Details

The successful vendor will be required to supply and deliver B20 Biodiesel and B5 Biodiesel blends as specified in the bid invitation. Key requirements include: 1. **B20 Biodiesel Blend Stock Requirements**: Must utilize premium ultra-low sulfur #2 blend stock year-round, meeting specific cloud point requirements based on seasonal changes. 2. **B5 Biodiesel Blend Stock Requirements**: Similar specifications as B20 but specifically for winter months. 3. **Delivery Requirements**: Delivery must occur within 48 hours of order receipt, including weekends and holidays. Delivery personnel must adhere to safety procedures during delivery. 4. **Product Specifications**: All biodiesel products must meet ASTM specifications (D6751 for B100, D7467 for B5) and include documentation of compliance with cloud point requirements. 5. **Reporting**: Monthly consumption reports detailing transaction history must be submitted to the Purchasing Agent and DOT – Fuel Distribution.

Period of Performance

The contract term will commence on September 1, 2026, or upon approval by the Governor and Executive Council, lasting through August 31, 2028. There is an option to extend the contract for an additional two years under mutual agreement.

Place of Performance

Deliveries will be made to various locations within the State of New Hampshire as specified in the bid invitation, including but not limited to state agencies such as NHDOT Fuel Distribution.

Bidder Requirements

Vendors must be registered with the NH Bureau of Purchase and Property and comply with all state regulations regarding business operations in New Hampshire. They must also provide proof of comprehensive general liability insurance coverage prior to contract award.
