Background

The Town of Hanover is seeking qualified engineering firms to provide consultant services for a hydraulic modeling project aimed at evaluating the capacity of the Town's drainage collection system. The selected firm must be registered and in good standing to practice in New Hampshire and should possess extensive experience in drainage capacity studies, hydraulic modeling, and related funding mechanisms. The goal is to negotiate a contract with the chosen firm based on their proposal scope.

Work Details

The project involves a comprehensive urban core drainage/flooding study to assess existing conditions of the drainage system, which has missing segments requiring field work. The consultant will develop a hydraulic model using the Town's GIS data, as-built plans, and additional field data. Key tasks include: 1. Conducting a Project Kickoff Meeting within 14 days of receiving a Notice to Proceed. 2. Reviewing existing information provided by the Town, including GIS data and operational records. 3. Performing Springtime Flow Metering at 7 identified sites during Spring 2027 to collect data for model calibration. 4. Developing and calibrating a hydraulic model using industry-accepted software that is GIS-compliant. 5. Preparing reports documenting observations from modeling under various flow conditions (24-hour, 10-, 25-, 50-, and 100-year). 6. Providing the modeling software and training for Town staff if requested.

Period of Performance

The contract is expected to commence with the Project Kickoff Meeting within 14 days of Notice to Proceed, with Springtime Flow Monitoring starting no later than April 1, 2027. Phase 2 will follow immediately after Phase 1 completion, subject to future funding appropriations.

Place of Performance

The work will be performed in Hanover, New Hampshire, specifically focusing on key corridor streets such as East Wheelock Street, Lebanon Street, North and South Park Street, and pathways down to Mink Brook.

Bidder Requirements

Consultants must demonstrate at least 10 years of relevant experience in similar projects and provide evidence of qualifications for all team members involved. They must also submit a separate sealed cost proposal that includes a lump sum price for Phase 1 work along with an hourly rate sheet for personnel involved.
