THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION, OR BID, NOR A SYNOPSIS OF A PROPOSED CONTRACT ACTION UNDER RFO FAR SUBPART 5.1. Notice Details: The U.S. Army Corps of Engineers (USACE), Portland District is hosting a one-hour virtual industry event at 1000 hours Pacific Daylight Time (PDT) on 12 May 2026 to provide a project update and to gather industry input as it evaluates project construction risks, industry capabilities, and strategies for the following project in Oregon: Portland Seismic Retrofit - project at the VA Medical Center in Portland, Oregon Firms who respond to this announcement will be provided further details and a link to the virtual meeting. The Government will provide the presentation slides following the event. It is also requested each firm provide responses to a questionnaire to be launched at the conclusion of the event. Responses will be considered for use in the solicitation development. Industry Day Purpose and Project Scope: The purpose of this Industry Day is to provide information regarding a potential future procurement - Portland Seismic Retrofit - project at the VA Medical Center in Portland, Oregon. The Industry Day will cover the project's background, the contemplated scope of work, and potential acquisition strategies the government is considering. A key objective is to solicit questions and feedback regarding acquisition strategy, from industry following the presentation. The contemplated scope of work involves a seismic retrofit of the medical center's acute care hospital, Building 100. This includes a structural retrofit of the hospital, with anticipated major foundation upgrades, requiring the replacement of boilers and a fuel tank. It also includes non-structural retrofit of building infrastructure and equipment with seismic bracing, enabling work including onsite swing space and a new structured parking garage, and an optional roof replacement, pending funding. Unlike previous efforts, the contemplated scope does not include a full replacement of the building's exterior. It seeks to minimize the exterior replacement to only what is needed to support the rest of the retrofit scope. The conclusion of the contemplated scope will close out the current Portland legacy seismic retrofit project and any additional projects would be programmed as new start projects by the VA.
