Background The Department of War (DoW) Office of the Secretary of War-CAPE is pursuing a bridge contract for the Enterprise Visibility and Management of Operating and Support Cost (EVAMOSC) system. This contract aims to maintain continuity of support while a competitive acquisition process is being developed. The primary objective is to ensure the uninterrupted flow of accurate and authoritative operating and support (O&S) cost data to DoW leadership, fulfilling the statutory mandate under FY26 NDAA, Section 1803. Work Details The contractor will perform the following tasks: 1. Data Ingestion and Integration: Ingestion, standardization, cleansing, and integration of data from multiple DoW business, logistics, and financial data systems. 2. Maintenance of Business Rules: Continuous refinement of government-specific business rules required to map disparate data sources to the OSW-CAPE O&S cost estimating structure for major weapon systems. 3. System Enhancement and User Support: Provide analytical support to government users, troubleshoot data issues, and perform software development to enhance system capabilities in response to evolving user needs. 4. Security and Compliance: Ensure compliance with all DoW security protocols within its Secret-level operating environment. Period of Performance The period of performance is limited to only the time required to award the planned competitive follow-on contract, which is already in development.
