The U.S. Army Corps of Engineers (USACE) Louisville District issues a Request for Proposal (RFP) W912QR26RA033 for the construction of a Microgrid at the Anniston Army Depot (ANAD), Anniston, AL. DESCRIPTION: The microgrid system at ANAD will have full islanding capability energy resiliency by providing an onsite, automated energy control /generation storage management system. The microgrid will integrate the new and existing generation assets with the Nichols, Demil, and Eulaton 46kV/12.47kV substations to enable islanding for all critical loads. During a grid outage, the automated switching and microgrid controls will enable direct routing of electricity generated by the onsite assets to mission critical loads and loadshedding of large blocks of non-critical loads. The microgrid will be designed in accordance with Unified Facility Criteria 4-010-066 Cybersecurity of Facility Related Control Systems, or policy current at time of design, as well as with emerging distribution system operator requirements.

SITE VISIT INFORMATION

An organized Site Visit has been scheduled for 03 June 2026 at 08:30 a.am Central Time Located at Building 251, Anniston Army Depot, Anniston AL 36201. All vendors who plan to attend the Site Visit must notify BOTH Codie McManus at Codie.A.McManus@usace.army.mil AND Chris Martin at Christopher.D.Martin@usace.army.mil. Registration for attendance must be submitted no later than 20 May 2026, at 11:00 a.m. Central Time. NEW REQUIREMENT AND INSTRUCTIONS

Cybersecurity Maturity Model Certification (CMMC) and Access to Controlled Information 1. Purpose: This notice is to inform industry of an active solicitation and to outline the mandatory prerequisites required to obtain the restricted solicitation package, including drawings and specifications. The information to be released is considered Controlled Unclassified Information (CUI) and/or Federal Contract Information (FCI). 2. Procedure to Obtain Restricted Solicitation Documents: Contractors requesting access to the CUI portions of the solicitation must have an active System for Award Management (SAM) Registration and a current BASIC confidence level in the Supplier Performance Risk System (SPRS) in order to receive access to the documents.

Mandatory CMMC Requirement for Award: This solicitation requires the contractor and/or subcontractor(s) information system to process, store, or transmit Federal Contract Information (FCI) or Controlled Unclassified Information (CUI), and requires the contractor and/or subcontractor(s) to comply with CMMC requirements. The CMMC level required by this solicitation is CMMC Level 2 (Self). This CMMC level, or higher (see 32 CFR part 170), is required prior to award for each contractor information system that will process, store, or transmit FCI or CUI during performance of the contract. In accordance with 252.204-7021 Compliance with the Cybersecurity Maturity Model Certification Level Requirements, contractors shall submit the CMMC UID(s) issued by SPRS for contractor information systems that will process, store, or transmit FCI or CUI during performance of the contract. *Important*: An offeror will not be eligible for award if they do not possess the required current CMMC status posted in SPRS prior to award as required by DFARS 252.204-7025 Notice of Cybersecurity Maturity Model Certification Level Requirements.
