Statewide Commissioning Services

Background

The State of Delaware Department of OMB/Division of Facilities Management is seeking professional services to perform Statewide Commissioning Services. This request for proposals (RFP) is issued in accordance with 29 Del. C. §§ 6981 and 6982, aiming to enhance the efficiency and effectiveness of state facilities through comprehensive commissioning services.

Work Details

The contractor will provide a full range of commissioning services for buildings, which includes: reviews during design phases, systems verification, and support for Building Automation Systems (BAS). The primary focus will be on HVAC systems and controls, but may also extend to electrical and other selected systems. Specific tasks include HVAC controls design and standard designs as part of the BAS master planning.

Period of Performance

The contract will be for one year with three optional extensions, each lasting one year.

Place of Performance

Services will be performed statewide across various facilities managed by the State of Delaware.

Bidder Requirements

Vendors must possess the necessary Delaware licenses and/or certifications to perform the required services. Proof of insurance must be provided prior to the start of the contract period, with coverage amounts specified in the solicitation. Vendors are also required to comply with all applicable federal, state, and local laws, including obtaining necessary permits.
