Snow and Ice Removal Services (Continuous)

Background

The Town of Leesburg, VA is issuing a Request for Proposals (RFP No. 100313-FY26-22) to establish multiple term contracts for snow and ice removal services. The Town is located 35 miles west of Washington, D.C., covering an area of 12 square miles with a service population of approximately 62,500. The Town aims to enhance its snow and ice removal capabilities due to ongoing challenges in securing adequate responses to previous solicitations, resulting in insufficient resources for effective service delivery. This continuous solicitation allows contractors to submit proposals at any time throughout the year, facilitating better resource acquisition and reducing administrative costs associated with repeated solicitations.

Work Details

Contractors will provide all necessary labor and equipment to clear snow and ice from Town-owned property, including public streets, sidewalks, trails, parking lots, and facilities such as the Town's police station and parking garage. The Town will supply materials like sand, salt, and brine at no cost to the contractor. Contractors must propose the specific snow and ice removal equipment they have available for each line item on the Pricing Form. Each contractor must ensure they have sufficient equipment and personnel for each proposed line item. Supervisors' vehicles are required at a ratio of one per four contracted vehicles or equipment. Equipment must meet specific requirements including: - Minimum 2-ton pick-up trucks equipped with an 8-foot plow. - Single or multi-axle vehicles with a minimum 11-foot plow. - Rubber-tire loaders with a minimum 3.0 cubic yard bucket. - Backhoes with a minimum 1.0 cubic yard bucket. - All-terrain vehicles (ATVs) or utility task vehicles (UTVs) with a minimum 4-foot plow blade. Contractors must ensure compliance with safety standards set by OSHA and VOSH.

Period of Performance

This is a continuous solicitation allowing contractors to submit proposals at any time. The contract will be performed as needed during winter weather events throughout the year.

Bidder Requirements

Contractors must possess or have available all necessary labor, vehicles, and equipment at the time of proposal submission. They must comply with all applicable Federal Motor Carrier Safety Administration regulations and Virginia State Inspection requirements. Operators must be licensed and trained in snow removal operations. Contractors are expected to provide supervisors for every four pieces of equipment used during operations.
