Background

The Indiana Department of Health is seeking a qualified vendor to manage the Rural Physician Stipends and Rural Preceptorship Stipends as part of the Clinical Training and Readiness initiative of the Rural Health Transformation Program (RHTP). This initiative aims to improve health outcomes in rural communities across Indiana, supported by a federal grant of nearly $207 million awarded on December 29, 2025. The goal is to expand Graduate Medical Education (GME) capacity and incentivize physicians to practice in these underserved areas.

Work Details

The contractor will be responsible for: 1. Managing stipend payments for rural physicians and preceptors, ensuring compliance with program guidelines, including eligibility verification, payment processing, compliance oversight, and reporting. 2. Designing, developing, implementing, and maintaining a centralized rural preceptor registry to facilitate the identification, recruitment, management, and utilization of preceptors for clinical experience and training programs.

Period of Performance

The contract will be executed for a period of four (4) years from the date of contract execution with an option for one (1) additional year at the State's discretion.

Place of Performance

The services will be performed within the State of Indiana.

Bidder Requirements

Respondents must be registered as bidders with the Indiana Department of Administration. The contract includes goals for participation from Minority Business Enterprises (8%), Women Business Enterprises (11%), and Indiana Veteran Owned Small Businesses (3%). Respondents must submit an MWBE Subcontractor Commitment Form if applicable.
