This Request for Information (RFI), 15BNAS26RFI000015, is issued by the Federal Bureau of Prisons (BOP). The BOP is seeking information from vendors capable of providing instruction in Asphalt milling and paving practices, as part of a sustainability-training program. Successful completion of the training program must qualify adults in-custody (AIC) for at least entry-level employment in a specified field upon release. The Vocational Training Program must fall under the contractor's umbrella of accreditation and lead to continuing education units (CEU's) resulting in successful completion of the Vocational Training Program. A percentage of the curriculum's competencies must be hands-on replication of the actual work environment. Application of hands-on work must be occupational in nature. Background The Federal Bureau of Prisons (FBOP) is an agency of the U.S. Department of Justice (DOJ) responsible for the custody and care of approximately 155,000 Adults in Custody (AICs) housed across 127 facilities nationwide. The FBOP Facilities Branch provides literacy, vocational, post-secondary, and reentry programming designed to enhance successful reintegration and reduce recidivism. The Bureau recognizes the need for additional vocational training that will assist adults in-custody with employment upon release. This Request for Information (RFI), 15BNAS26RFI000015, seeks information from vendors capable of providing instruction in Asphalt milling and paving practices as part of a sustainability-training program. Work Details The contractor will provide instruction in Asphalt milling and paving practices as part of a Vocational Training Program that must qualify adults in-custody for at least entry-level employment upon release. The program must lead to continuing education units (CEUs) and include a significant hands-on component replicating actual work environments. Services will be provided Monday through Friday, between 8 a.m. and 11 a.m. and 12 p.m. and 3 p.m., excluding Federal Holidays. The contractor will provide approximately 15 AICs with required instruction per course, making recommendations on hours/cycles of training per year. Instruction will occur in the Asphalt Training Building at FCC Complex in Yazoo City, Mississippi. The contractor is responsible for providing all programming and one Asphalt Paving Instructor, while FCC Yazoo City will supply textbooks, materials, equipment including milling machines, paving machines, front end loaders, backhoes, skid-steers, brush rollers, heavy rollers, and dump trucks.
