Travis County HOME Investment Partnership Program: Downpayment Assistance and CHDO Funding

A recent meeting document Travis County - Work Session Agenda Packet - 2026-05-14 indicates a future potential acquisition Travis County is launching the HOME Investment Partnership Program, with funding allocations totaling $1,553,138.15 from 2024-2026. The program will first launch a Downpayment Assistance (DPA) program (marketing/kick-off scheduled for June/July 2026), followed by making CHDO (Community Housing Development Organization) funds available to eligible nonprofit affordable housing entities in fall 2026. The CHDO component will fund acquisition/rehabilitation or new construction of rental and homebuyer properties, and direct financial assistance to purchasers. The program will require legal, financial, and program administration services, as well as partnerships with lenders and nonprofits. Foundational documents (homeowners agreement, deed of trust, forgivable note, promissory note, escrow instructions) are being finalized, and a meeting with lenders is planned.
