Summary (Newest Update)

Background The U.S. Army Contracting Command-Aberdeen Proving Ground (ACC-APG), Natick Contracting Division (NCD) is issuing this Call for Solutions (CFS) under the authority of 10 U.S.C. § 4022 to develop a Portable Patient Transport System (PPTS). The goal is to create a man-portable system that can control and prevent the spread of biological threats while transporting a single, non-ambulatory infectious patient by various means including air, rail, ground, or sea. This initiative supports the Biocontainment, Isolation, and Quarantine (BIQ) program and aims to achieve airworthiness certification and FDA 510(k) clearance for the developed prototypes. Work Details The contract involves the development of a Portable Patient Transport System (PPTS) with specific requirements including: - A containment enclosure with an integrated battery-powered air filtration system that maintains negative pressure and provides sufficient air changes per hour (ACH). - Essential features such as glove ports, pass-through interfaces, and visibility windows for continuous patient care. Key performance requirements include: - Leak Containment: Hold at least 3 liters of liquid contamination without leaking. - Force Protection: Maintain a negative pressure differential of 0.01 inches of water gauge. - Air Changes: Minimum of 12 air changes per hour. - Filtration Efficiency: At least 99.97% for particles at 0.3 microns. - Compliance with FDA regulations for medical devices (FDA 510(k) clearance). - The contractor must provide a detailed Statement of Work (SOW), including production costs, life-cycle cost estimates, and data rights assertions for all technical data and software involved in the project. Place of Performance The geographic location(s) for performance are not explicitly stated but will likely involve facilities capable of prototype development and testing.
