Professional Construction and Dredging Services for Lake Bonnet Drainage Basin Flood Hazard and Debris Mitigation Project

Background

The City of Lakeland is seeking qualified contractors to provide Professional Construction and Dredging Services for the Lake Bonnet Drainage Basin Flood Hazard and Debris Mitigation Project. This initiative is part of a federally funded project through the U.S. Department of Housing and Urban Development (HUD) under the Community Development Block Grant – Mitigation (CDBG-MIT) program. The goal is to address flooding issues in the Lake Bonnet area, which have increased due to urbanization and stormwater flow changes, impacting local mobile home parks and surrounding communities.

Work Details

The scope of work includes: 1) Construction and modification of flood mitigation infrastructure such as pump stations, culvert improvements, sluice gate modifications, hydraulic dredging of Lake Bonnet, mechanical dredging of Lake Bonnet Drain, and littoral zone restoration. Specific tasks include: - **Pump Station**: Constructing a stormwater pump station with emergency generator capacity. - **Sump Pump**: Installing a sump pump in the flood zone to mitigate flooding in low areas. - **Culvert Improvements**: Replacing existing culverts with larger openings for better flow conveyance. - **Channel Improvements**: Modifying channels to improve stormwater runoff management. - **Sluice Gate Modification**: Installing a new outlet control sluice gate for Lake Bonnet. - **Rip-Rap Installation**: Stabilizing embankments adjacent to Lake Bonnet. - **Mechanical Dredging**: Creating a sediment management area, dewatering dredged material, and transporting it off-site as necessary. - **Hydraulic Dredging**: Constructing an aquatic confined disposal facility (CDF), treating water from dredged materials, and restoring approximately 3 acres of littoral shelf using dewatered sediment.

Period of Performance

The project is expected to be completed within twenty-five (25) months from the start date, with mobilization anticipated to begin within ninety (90) days following the award and notice to proceed.

Place of Performance

The work will be performed in Lakeland, Florida, specifically targeting the Lake Bonnet Drainage Basin.

Bidder Requirements

Bidders must meet specific qualifications including having an Experience Modification Rate (EMR) at or below 1, at least 5 years of relevant experience, registration as a contractor in Florida, proven experience on federally funded projects, financial capability to undertake the work, and compliance with all applicable federal, state, and local laws.
