Background

The City of Topeka is seeking bids from qualified contractors to provide the removal of existing flooring and installation of a high-performance epoxy flooring system at the Street Department Facility located at 201 NW Topeka Blvd, Topeka, KS. This project aims to install a durable, slip-resistant flooring system suitable for a high-traffic municipal operations environment. The work will be performed in phases as the Street Department continues to operate during construction.

Work Details

The contractor shall provide all labor, materials, equipment, and supervision necessary to complete the following: 1. Demolition: Remove existing flooring materials (tile, carpet, LVT), associated adhesives, mastics, and cove base; dispose of materials off-site; protect adjacent surfaces. 2. Concrete Surface Preparation: Mechanically prepare concrete surfaces by grinding or shot blasting; remove coatings and contaminants; achieve minimum Concrete Surface Profile (CSP) 2–4; perform crack filling and joint cleaning. 3. Moisture Testing: Conduct moisture testing per phase prior to epoxy application using methods selected by the City (ASTM F1869 or ASTM F2170). 4. Epoxy Flooring System: Install a high-performance epoxy flake flooring system including Moisture Vapor Barrier coat, epoxy base coat, full broadcast flake system, grout coat, and urethane/polyaspartic topcoat with a minimum total thickness of 70 mils. 5. Cove Base Installation: Provide and install new 6-inch cove base throughout all project areas with color selected by the City. 6. Dust Control: Implement dust control measures during demolition and surface preparation.

Period of Performance

All work must be completed within 60 calendar days from the date the notice to proceed is issued.

Bidder Requirements

Bidders must provide proof of insurance including general liability and workers’ compensation coverage meeting City requirements.
