Background

The North Carolina Department of Adult Correction is seeking competitive bids for the procurement of beef items to fulfill dietary requirements at the Correction Enterprise Meat Processing Plant. This Invitation for Bids (IFB) aims to establish an Agency Specific Term Contract for the supply of these products on an as-needed basis.

Work Details

The contract involves furnishing and delivering beef items, specifically minimally processed meat and poultry products, as per the specifications outlined in the IFB. The vendor must provide products that comply with USDA, NCDA, and FDA standards. Deliveries are to be made Free-On-Board (FOB) Destination to specified locations within North Carolina, including the NCDAC Meat Processing Plant in Lillington and NCDAC-Americold Storage in Sanford. The vendor is required to submit samples for evaluation, provide complete descriptive literature for each product offered, and ensure that all deliveries include certifications of 90+% chemical lean verification and e-coli testing.

Period of Performance

The initial term of the contract will be six months starting from July 1, 2026, with an option for renewal for an additional six months beginning January 1, 2027.

Deliveries will take place at the NCDAC Meat Processing Plant located at 1204 East McNeil Street, Lillington, NC 27546 and NCDAC-Americold Storage at 111 Imperial Drive, Sanford, NC 27330.

Bidder Requirements

Vendors must be registered in good standing with North Carolina's Electronic Vendor Portal (eVP). They must provide a signed statement from manufacturers confirming authorization to distribute or resell products. Vendors are also required to complete various attachments including HUB Supplemental Vendor Information and Customer Reference Forms. Compliance with federal and state laws regarding employment practices is mandatory.
