Jacobs Well Road - Remove and Replace Hot Mix

Background

Hays County issues this Invitation for Bid (IFB) to solicit bids for the removal and replacement of hot mix asphalt on Jacobs Well Road. The project aims to enhance the road's surface by removing existing 6 inches of asphalt and replacing it with 4 inches of Type B Hot Mix and a 2-inch Type D Hot Mix Overlay. This initiative aligns with Hays County's commitment to maintaining and improving its transportation infrastructure.

Work Details

The contractor will be responsible for the following tasks: 1. Milling existing pavement to a depth of 6 inches at specified locations as determined by the Hays County Representative. 2. Providing trucking and disposal services for the milled materials. 3. Applying a tack coat to the gutter face and manholes prior to paving. 4. Installing 4 inches of TXDOT Special Specification 3076 Type B Hot Mix, ensuring proper compaction per specifications. 5. Applying a TRAIL tack coat along curb/pavement edges and manhole rings, followed by a 2-inch overlay of TXDOT Special Specification 3077 D mix over an area of approximately 7,100 square yards (SYD). 6. Conducting post-paving cleanup operations. 7. Implementing traffic control measures in compliance with TxDOT standards, including safety signage and flagger operations.

Period of Performance

The contract is expected to be awarded in July 2026, with all work required to be completed by September 25, 2026.

Place of Performance

The work will be performed on Jacobs Well Road in Hays County, Texas.

Bidder Requirements

Bidders must provide a bid bond equal to 5% of the total bid amount at the time of submission. A performance bond and payment bond, each equal to the contract price, are required within ten days of contract award. Bidders must demonstrate responsibility by having adequate financial resources, satisfactory performance records, necessary equipment, and compliance with all applicable laws and regulations.
