Provision of an enterprise-level usage and maintenance license for the Department of War (DoW) acquisition community (including Air Force, Army, and Navy) to utilize the CCaR software. The Acquisition Domain consists of all organizations that currently use CCaR under previously purchased CCaR Named License Agreements, all organizations required to use CCaR in accordance with DAFI63-101/20-101, Army Reg 70-1, ASA(ALT) SAAL-ZR CFO Operating Policy Number 13.3 (dtd 1 Jul 24) and any additional organizations whose primary responsibility is to execute RDT&E, Procurement investment dollars and program data. The enterprise maintenance license shall place no limits on the number of Acquisition Domain CCaR users. The license must allow for an unlimited number of users across all DoW components, currently expected to be approximately 24,950 users. Maintenance shall include installing all CCaR software upgrades and patches that are made generally available by the Contractor to its customers.

The goal of this contract is to provide an enterprise-level usage and maintenance license for the Comprehensive Cost and Requirement (CCaR) software, which is a critical program and financial management tool. This initiative aims to transition from a limited Air Force-only procurement model to a consolidated, enterprise-wide software license that broadens access for additional organizations within the DoW acquisition community. Work Details The contractor will provide an enterprise-level usage and maintenance license for CCaR software, allowing unlimited users across all DoW components, currently expected to be approximately 24,950 users. Maintenance services will include installing all CCaR software upgrades and patches made generally available by the contractor. Additionally, the contractor will offer Tier 1 help desk support, providing remote technical assistance Monday through Friday from 6:00 AM to 9:00 PM EST. This support includes troubleshooting common problems, resolving log-in issues, verifying proper setup, addressing navigation issues, and ensuring proper deployment of software upgrades. Tier 2 help desk support will also be provided for critical database administration and security maintenance issues by database administrators and functional CCaR support personnel. The contractor must ensure timely responses to help desk contacts with a maximum allowable wait time of five minutes and resolve trouble tickets within forty-eight hours for non-critical issues.
