This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12. This announcement constitutes the only solicitation. Quotations are being requested and a separate written solicitation will not be issued. Solicitation number 1232SA26Q0628 is issued as a Request for Quotation (RFQ) for drought shelter repairs and replacement. This acquisition is set-aside for small business concerns. The applicable North American Industry Classification Standard Code is 332311. The small business size standard is 750 employees. This acquisition is a Total Small Business Set-Aside. All responsible sources may submit a quotation which will be considered by the agency. Organized site visits have been scheduled for May 20, 2026 at 1:00 PM Eastern Daylight Time (EDT) and May 21, 2026 at 1:00 PM EDT. The same information will be provided at both site visits, so offerors only need to attend one. Contractors wishing to attend the site visit must register by emailing josh.dobereiner@usda.gov by May 20, 2026 at 10:00 AM EDT with the name(s) of attendee(s), company they are with, and company(s) they are representing. A Government issued photo ID is required for attendance. The site visit will be held for the purpose of providing contractors with the opportunity to familiarize themselves with the site, which may be helpful in the preparation of quotes. Attendance at the site visit is not mandatory for quote submission; however, failure to visit the site will not relieve or mitigate the successful contractor's responsibility and obligation to fully comply with the terms, conditions, and specifications contained and/or referenced in this document. All question regarding this solicitation must be submitted in writing to the Contracting Officer, Josh Dobereiner, via email to josh.dobereiner@usda.gov. Questions must be submitted no later than 4:00 PM EDT on May 28, 2026. Answers to all questions received by that time will be posted as an amendment to the solicitation. No questions will be answered after this date unless determined to be in the best interest of the Government as deemed by the Contracting Officer. Background The USDA Agricultural Research Service (ARS) is issuing this solicitation for drought shelter repairs and replacement at the Crop Genetics Breeding Research Unit in Tifton, Georgia. The goal of this contract is to restore the functionality of structures that were damaged by Hurricane Helene, thereby supporting USDA's research mission goals. Work Details The contractor will be responsible for replacing three 'Atlas Snow Arch' 30’ x 84’ drought shelters and repairing seven additional structures. The work includes: - Providing all equipment, materials, labor, and hardware necessary to complete the project as a turn-key operation. - Removing and disposing of all damaged materials. - Assembling and installing three new drought shelters. - Repairing damages to seven additional structures. - Ensuring all work complies with local, state, and federal codes and regulations. - Utilizing bio-based products wherever possible without compromising quality. - Submitting a Site Safety Specific Plan/Accident Prevention Plan within 7 days of contract award. - Maintaining a clean work area daily and managing debris control during operations. - Verifying all dimensions and site conditions prior to commencing work. - Having a Foreman present on-site at all times during project execution. Period of Performance The contractor must begin performance within 7 calendar days after receiving the notice to proceed and complete the work within 30 calendar days. Place of Performance The project will be performed at USDA-ARS located at 226 William Gibbs Road, Tifton, GA 31793.
