Background The Department of the Interior (DOI), Acquisition Services Directorate (AQD), Interior Business Center (IBC), is issuing this Sources Sought Notice on behalf of the Appraisal and Valuations Services Office (AVSO). The goal is to procure appraisal and valuation services from Indian-owned Small Business Economic Enterprises (ISBEE) and Indian-owned Economic Enterprises (IEE) to form an independent opinion of the market value of defined properties on the Warm Springs Reservation in Oregon. Work Details The contractor will provide appraisal and valuation services for 17 properties identified by AVIS project numbers. The appraisals will focus on determining the market value of fee simple estates, specifically for vacant parcels held in trust for Native landowners. The appraiser must comply with the Uniform Standards of Professional Appraisal Practice (USPAP) and deliver a narrative style appraisal report that includes: 1. A thorough analysis of property descriptions, highest and best use, and adjustments based on market conditions. 2. Compliance with all appraisal standards, including detailed explanations for adjustments made. 3. Verification of legal descriptions against survey maps and Title Status Reports. 4. Inclusion of a three-year history of use and occupancy, rental history, and last sale details. 5. Confidentiality in handling appraisal reports and compliance with all DOI internal documents. Period of Performance The initial appraisal report is due 120 days after award, with a review period of 30 days following submission. The final appraisal report must be submitted 15 days after review acceptance, followed by invoice submission within 60 days after final report acceptance.
